I'm suggesting for a more friendlier-interface of the topic sections like as icabit said for the general section.
here is my suggestion of the topic sectioning:
Ex.

-Sub sections("description" I added it to know what must be put inside it)

General
-News and Updates(Talk about the newest Ragnarok Online patches and such.)
-General(General discussion about pRO.)
-Downloads(Find the latest updates here and Recent KRO and Sakray patches!)
-Account Problem(Hack/Scam/Ban/Block case. Do not spam here or you will get ignored. Follow the correct policy to post a topic.)
-Events(Events news, events specifications etc..)
-Guide(Fews useful guide for helping players!)
-Polls Section(Survey section and Gather informations)
-Vote pEO(Vote and Support pRO)

In Game
-New Players(Introduce yourself as new players)
-Report Bugs(Bug reports? Post here!)
-Suggestion(Give suggestion to make pRO a better place for all)
-Trade Section(Sell, buy, and auction items here.)
-Guilds(Discuss guilds, recuitment, and War of Emperium here.)
